SUMMARY
The 4.3.0 stable announcement at krita.org claims that the Android release features translations. ( https://krita.org/en/item/krita-4-3-0-released/ ) However, after installing the app downloaded from the site, it becomes clear that the only available language is American English.

STEPS TO REPRODUCE
1. Go to menu > settings > switch application language 

OBSERVED RESULT
American English is the only available language. 

EXPECTED RESULT
Many languages are available for selection.
