After adding a new Local selection *for the first time* for any layer, the newly created local selection is collapsed by default. But since the expanding arrow is so small, it is difficult to grasp what has happened, especially for the first time users. After expanding the local selection *for the first time*, all subsequently created local selections will not auto collapse anymore. I think it's better to show a new Local selection by default. Tested: 4.3.0 beta2.
