SUMMARY
In a dual screen configuration with an X session, After adding application menu bars and moving one to each screen the menus seem to be forgetful about which screen they belong to. For example a Window on the Left screen's global menu items will show up in the menu bar on a right screen, while the right screen window menus will show up on the left screen. This behavior seems inconsistent. It worked correctly initially, but upon reboot this bug showed up. This behavior is new as of 5.19.0.

STEPS TO REPRODUCE
1. In a dual monitor configuration add a application menu panel.
2. Add a second application menu panel and drag it to the second screen.
3. Open windows and observe which screen the menu items show, if correct reboot or enter new sessions and observe behavior. 

OBSERVED RESULT
Window on the Left screen's global menu items will show up in the menu bar on a right screen, while the right screen window menus will show up on the left screen. 

EXPECTED RESULT
A window should show menu items in either the correct screen, all screens with the global menu, or a single screen. The behavior in 5.18.x would show in the correct screen.

Saving a new xorg.conf seemed to resolve the issue. Not sure why it suddenly popped up with 5.19. Going to mark this as closed.
