SUMMARY
When system keyboard layout language is different from English, the shortcut key is not working

STEPS TO REPRODUCE
1. Change keyboard layout to non-english (for example, Russian)
2. Select text in .css file
3. Press Ctrl+/ (Comment)

OBSERVED RESULT
Nothing happened

EXPECTED RESULT
The selected words have to be place in comment (/* SOME STRING */)

I don't think we can limit the default shortcuts to letters/symbols that are accessible on all keyboards.
You can reconfigure these shortcuts if it doesn't fit your keyboard.
