I couldn't decide if this was a mistake. I use English as the general (interface) system language, but I use the Turkish Q keyboard layout as the keyboard layout. I think the Virtual Keyboard that comes with the Login Screen (SDDM) or Screen Locking (Meta + L) should show the keyboard layout, not the system language.

I agree that it should use the keyboard layout by default. It's possible to switch it but still annoying
