SUMMARY
users not authorized to install application through "DISCOVER" tool.
choosing any app to install, the result is the same. it cannot be done due to lack of authorization for process. but "SYNAPTIC" does not have any problem !

Sounds like kauth/polkit may not be properly set up on on your machine.

What distro are you using?

Thanks. I would report this to the Lubuntu devs. It's possible kauth/polkit are not properly set up.
