STEPS TO REPRODUCE
1. Have a vector layer.
2. In the Timeline panel, select a frame in that layer.
3. Press Delete.

OBSERVED RESULT
Nothing happens.

EXPECTED RESULT
A new blank frame should be yielded for that layer.

This is not a bug. It's a simple fact that vector layer animation is not implemeted.

There are many ideas for future animation development and I believe that this is just one of them that is being considered and may be implemented in the future.
