there must be a place where KDE got the flag from.
KDE can not have done this in my opinion by its self.
we need to find the place KDE got the flag's info from.

With KF6/Plasma 6, there is no longer a separate list of flags shipped; instead flags are read from the system emoji font. If a flag is still displayed incorrectly, make sure that the system emoji font is correctly configured and contains the required flag and/or contact your distributor.

Please feel free to open a new issue in case there is a mismatch between the system emoji font and the flags displayed in Plasma/System settings.
