SUMMARY
The same occurs after I set "Large icons" task switcher in Task Switcher kcm.
Watch the attached screen recording please.

EXPECTED RESULT
panel should not flicker, windows should always be fully rendered

I can reproduce this issue. Also happens when you switch the Task Switcher style. The flickering gets faster if you move your mouse faster, too! With compositing turned off, I don't see it anymore.

This has been fixed in Plasma 5.24
