SUMMARY
I have configured a google account via context menu of Dolphin (share > youtube...) and since then Online Accounts kcm launched via context menu of Dolphin is too small on opening and needs to be manually resized.

I can't reproduce this bug on neon unstable.
Probably fixed by https://invent.kde.org/network/kaccounts-integration/-/commit/ec9746ca5d1f36ff64224e7f9c45643b8d357a66
