SUMMARY
After last update - mainly KFrameworks from 5.69 to 5.70 - in all editors based on kate (text editor) component like KWrite, KDevelop and others, "Scrollbar mini-map" became always turned on.
Switching option in configuration doesn't work. Restart application doesn't work.
I tested following applications: KWrite, Kate, KDevelop

STEPS TO REPRODUCE
1. Start Kate, Kwrite, KDevelop
2. If you have Scrollbar mini-map turned on please turn it off
3. 

OBSERVED RESULT
"Scrollbar mini-map" is always turned on.

EXPECTED RESULT
"Scrollbar mini-map" should be turned off if proper option is not checked.

Linux/KDE Plasma: YES

KDE Plasma Version: 5.18.5

Qt Version: 5.14.2
