SUMMARY
The display selected as `primary` in the display configuration does not contain the task panel, the secondary one does.

STEPS TO REPRODUCE
1. Open display configuration
2. Check `Primary` for a device

OBSERVED RESULT
The display checked as the primary does not have a panel. The secondary display has.

EXPECTED RESULT
The primary display should contain the task panel.

Same problem here:

I have 3 monitors.
Although in the Display Configuration I've set the Primary checkbox to one of the two external monitors, quite often (not always) after login, the Task Panel is shown on the laptop monitor (but in the Display Configuration the Primary checkbox is still correctly associated to the external monitor).

Then I set the Primary checkbox to another monitor and then set it back to the desired external monitor, but this is only a temporary workaround.

The ideal behavior should be that after every login the Task panel is shown in the right monitor accordingly to the Primary option in the Display Configuration.
