SUMMARY
In the kwin rules window, last tab, there is an entry which in english is "Block Composition".

In Portuguese, its translated to "composition by blocks", instead of the original meaning. It should be "Bloquear composição"

Attached is a screenshot of the window referenced.

Seems fixed, the text now is "Bloquear a composição" !
