SUMMARY
Currently, the only way to highlight is to use a highlighter tool, which can only highlight text. You can configure a shape tool to have opacity < 100%, but that will make the underlying content more faded. It would be nice to have the ability to set a multiply mode for shapes and lines, as other PDF viewers (like PDF-XChange) allow.

STEPS TO REPRODUCE
1. Use a highlighter and see how only the background changes color, while text remains black
2. Now use a shape or a line configured with less than 100% opacity.

OBSERVED RESULT
The text will slightly change color to the color of the shape.

EXPECTED RESULT
If a 'multiply' mode existed in the annotation settings, you could make the shape only change the background color.
