SUMMARY
I have checked ON the "Close windows by double clicking the menu button"
from 
"System Settings" > "Application Style" > "Window Decoration" > "Titlebar Buttons" form

Linux/KDE Plasma:

I hope from the recording you can get the details you want ... It's worth mentioning that I have tried changing the window decoration theme hoping that the setting would work but it doesn't.
Another detail that's worth mentioned is that I have upgraded from 18.04 (this is not a fresh install).

Thanks, that's helpful. Can confirm with the Plastik window decoration theme. Could be an issue with Plastik specifically, or all Aurorae window decoration themes.

Can reproduce with Arc theme from KDE Store and Plastik.

Arch Linux, Plasma 5.22.
