SUMMARY
add an exception to the Ctrl + j command. This command duplicates the selected layer. The exception that should come by default, if you are using the selection tool as "out line selection tool", the Ctrl + j command has to duplicate the chosen area and not the entire layer.

Changing behaviour of tools depending on context could get confusing. Specially if the selection is small. Suddenly duplicate won't work as expected or it might feel as broken (seletions are saved to file)

Perhaps adding a modifier to like Ctrol + Shift + J could make duplicate take selections into account. Did you discuss this feature somewhere? It is advices that all new features and wishes be discussed first, either as a proposal, use cases, why is it needed, etc; or as an open discussion in a forum such as https://krita-artists.org/c/develop/feature-requests/

Hello Vanosy, it is not confusing, in fact it is how it works in photoshop (if you want I can upload a video showing how it works).

"It works like that in Photoshop so it's not confusing" is not really a good argument, there are plenty of options in Photoshop that works very confusing there in my opinion. Krita doesn't want to be a clone of Photoshop, but to be better than Photoshop in all situations where we can :D

However the feature you described sounds nice. Maybe it should be another action though, like Ivan said.

Tymond, I am going to argue from logic without appealing to the comparison with Ps.
Please, I don't want to be misunderstood, I use krita precisely because of all the differences it presents with Ps. I encourage my students and fellow illustrators to try the program and a few years ago I gave a conference at the University of La Plata about krita.
Focusing on the selection tool, we know that it is useful for working in a specific area. When I select an area, everything I do exclusively affects that place: curves, levels, paint, fill, etc ...
When I press ctrl + shift + j I can cut the selection but I cannot duplicate. To duplicate I must do the following steps: duplicate the layer - use the selection tool - invert selection - delete.
I am attaching an Addon that Wojtek Trybus made, I used it to replace the ctrl + j function.
