SUMMARY
The speed option that's shown here: https://userbase.kde.org/Kdenlive/Manual/Effects/Motion/Speed is completely missing from the menu, the only option is Freeze, which is the other Motion effect in the manual. 

STEPS TO REPRODUCE
1. Go to Timeline > Add effect > Motion
2. Look for Speed
3. Notice Speed is missing

OBSERVED RESULT
Speed is not missing

EXPECTED RESULT
Speed is missing

Hello!

I have noticed this as well on recent versions of kdenlive. The thing is that the developers have chosen to integrate the "speed" effect into the right-click menu on the given video clip on the track.

Therefore the currently valid procedure for changing the speed of a clip is to right click on the given clip, select "Change speed" and enter the appropriate settings in the opened dialog box.

I would therefore suggest to close this report.

PS: I was puzzled as well when I first noticed this change...
