STEPS TO REPRODUCE
1. Enable a Desktop Effect like "Magic Lamp" and "Squash"
2. Minimize window
3. Restore Window

OBSERVED RESULT
Effect gets applied when the window is restored

EXPECTED RESULT
The description for "Magic Lamp" is "Simulate a magic lamp when minimizing windows". The description for "Squash" is "Squash windows when they are minimized". Thus; I expect the effect to be applied when windows are _minimized_ and that's it. There is no configuration option to choose if the effect should be applied _only_ when windows are minimized or when they are minimized and when they are restored.

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
