SUMMARY
I would guess transmission-qt is just based on some old qt? Because it's menus are simply transparent and not blurred, not to mention that global menu does not work with transmission-qt either.

STEPS TO REPRODUCE
1. Open transmission-qt
2. Have menu blur set
3. See that transmission-qt menu blur does not work

OBSERVED RESULT


EXPECTED RESULT
Menus should be blurred (well, in global menu too!)

This is a bug in the app itself; it needs to set a flag that marks its menu as able to handle transparency properly.
