SUMMARY
After changing the display scaling settings or the resolution desktop icons will not work after next boot on KDE neon on a Thinkpad T450 

STEPS TO REPRODUCE
1. change display resolution or display scaling
2. reboot machine
3. login

OBSERVED RESULT
cannot click on desktop icons

EXPECTED RESULT
double clicking icon should launch shortcut

SOFTWARE/OS VERSIONS 
Linux/KDE Plasma: kubuntu  18.04
(available in About System)
KDE Plasma Version: 5.12.9
KDE Frameworks Version: 5.44
Qt Version: 5.9.5

This was fixed in a later version. Plasma 5.18 is very old at this point.

(What Nate meant is: Plasma 5.12 is old, current is 5.18)
