When using the magic wand tool, alpha channel is not calculated with the threshold. This means if you try to select the inside of a transparently filled circle, there will always be a gap where the semi-transparent anti-aliased pixels do not get selected. This makes the magic wand tool useless with basic lineart layers. Expansion will not work as a solution for all lineart shapes. Could you provide a test file or a screen recording? I'm not sure I completely understand what you mean.
