frame rate when Konsole is not maximized

SUMMARY
This issue affects both X11 and Wayland sessions.
On X11, frame rate drops from 60 to 45 fps, on Wayland from 60 to 30 fps.

STEPS TO REPRODUCE
1. enable transparency and blur effects
2. enable blur in Konsole settings (right-click > edit current profile > "appearance" section.
Click on "Edit" button, check "Blur background", click "Ok" button, click on "Ok" button again
3.  maximize Konsole window

OBSERVED RESULT
frame rate drops. Compare the screenshots taken on Wayland when Konsole is not maximized and when it is maximized.

EXPECTED RESULT
frame rate should not drop after the steps above

Changing the latency policy will fix this, to go to the same 45. This is part of a bigger problem that we aim to address properly, in the meantime the default has been changed.
