STEPS TO REPRODUCE
1. right-click on wallpaper, choose "Configure desktop..."
2. maximize the window and click on "Ok" button
3. reopen "Configure desktop..." window

OBSERVED RESULT
We can see the "Configure desktop..." window resizing itself on opening.
Please watch the attached screen recording despite it does not show the bug entirely.
The bug is worst while I'm not recording my screen.

EXPECTED RESULT
"Configure desktop..." window should open maximized without visible resizing

It's still happening on my system.
This behavior is reproducible with any window opened via Plasma:
desktop settings window
settings windows of widgets present on desktop
system tray settings window
task manager settings window
kickoff settings window
settings windows of systray applets
digital clock settings window
settings windows of widgets added to plasma panel (tested Sticky Note, Calculator, Minimize all windows, Weather Report and Pager)

"Configure desktop..." window is still behaving in the same way shown in my screen recording with a new user account, but only on the first opening after login.
Subsequent openings don't make the window to resize itself.

On Wayland the behavior is different: the window opens maximized and restores/unmaximizes itself after a few milliseconds.

The other windows mentioned in my previous comment aren't affected when I use the new user account. They behave as expected on both X11 and Wayland sessions.

Same on openSUSE Tumbleweed 20210615 (Plasma 5.22.0, Frameworks 5.82.0). Finally!

Indeed, this was fixed in 5.21.something by some big changes to the applet config window code.
