SUMMARY
If you open an application that isn't pinned yet and move it before you pin it then pin the application and close it, the position of the icon moves to the end of the task manager pinned icons.  

STEPS TO REPRODUCE
1. open application that is not pinned
2. move icon on task manager to a new position and pin
3. close the window of the application

OBSERVED RESULT
Icon moves to the end of already pinned icons

EXPECTED RESULT
Icon to stay where it is when pinned

I'm afraid this is the expected behavior right now, since pinned and non-pinned apps are separated into their own sections.
