SUMMARY
Activity Manager icon is not visible on the panel.
The Activity Manager appears when clicking anyway.
I have reported the bug initially to Manjaro forum with pictures:

Manjaro people suggested to report it here.

STEPS TO REPRODUCE
1. Add activity manager widget to a panel when using Oxygen theme. In Breeze theme the icon is visible.

OBSERVED RESULT
Missing/Invisible activity manager icon.

EXPECTED RESULT
Visible activity manager icon (3 dots in different colors).

Can reproduce on neon unstable.

1. add Activity Manager widget to Plasma panel
2, set Oxygen Global Theme
3. restart Plasma running "plasmashell --replace"
