STEPS TO REPRODUCE
1. set system settings to icon view
2. open system settings > input devices > touchpad
3. 

OBSERVED RESULT
Scroll bar is enabled despite there is nothing to scroll.

EXPECTED RESULT
no scroll bar when there is nothing to scroll.

Should be fixed in 5.24.
