Also possibly fixed in the 5.19 UI rewrite.

No, I see this same issue with Plasma 5.18.4 with English (UK). The "Active connections" section is placed randomly in the applet instead of at the top. This behaviour was not present in Plasma 5.17.

I've just tested this on 5.20.3 and it appears the UI rewrite did away with active/available categories.

Riccardo/Yan are you able to test on 5.19 or later and confirm if this is still an issue or if this bug report can be marked as resolved. I'm setting status to "needsinfo" pending your response, please change back to "reported" or "resolved" when you respond, thanks.`

I can confirm the bug is fixed in Plasma 5.20.3.
