For slovak language there is default source language set to "en_US" and target language to "sk_SK".
With these settings i get no pairs to translation memory.

Solution is to remove existing TM and create new with: 
 Source language: "en_US"
 Target language: "sk"

Conclusion:
I think this situation can be fixed, with replacing target language by default from "sk_SK" to "sk"
