SUMMARY
Version 4:5.16.5-0ubuntu1 to be exact
After doing something that produces too many notifications (launching google chrome or connecting to android phone via kdeconnect). Notifications appear on top of the tray and user won't be able to press the broom icon to clear all notifications for that curtain app.

STEPS TO REPRODUCE
1. launch google chrome
2. have too many notifications
3. 

OBSERVED RESULT
Notification flood not allowing to initiate broom (clear all notifications)

EXPECTED RESULT
A way to disengage this (floating broom maybe?)

Notifications hide when the tray is open since Plasma 5.17 and dodge it since Plasma 5.18. Please upgrade to a newer version.
