Edit Booksmarks entry also missing in Dolphin and KCharSelect.

The "Edit Bookmarks" entry is displayed if keditbookmarks is avaiable on the system; it's packaged in a separate package in OpenSuse Tumbleweed, I am guessing other distros do the same.

I can confirm that having keditbookmarks installed shows the menu entry again. Applications have to be restarted, though, because the installation check is only made once, not on each invokation for performance reasons.

Agreed, though it would have been nice not to have had to resort to reporting a bug to find this out

Always showing the entry, and show a dialog when running keditbookmarks failed?

Apparently it used to do that but it was changed some time ago: https://cgit.kde.org/kbookmarks.git/commit/?id=5dffdee21f207d23accd4836a243ebc40da5c7c9

Showing an error message is more discoverable than not having an entry at all. If you're a new user and have never seen that entry before, you won't even know it exists.
