SUMMARY
In propriorite drivers I can`t use Intel 9560 chipset because software and updates said that this device is not connected. It use open source driver instead of Intel chipset 5650. I have downloaded from https://www.intel.ru/content/www/ru/ru/support/articles/000005511/network-and-i-o/wireless-networking.html 
and do every step in this archive but doesnt helped :( in Ubuntu it works correct, but in Kubuntu not works stable. Please fix it :(

If it's a driver issue then you will need to report your issue to NetworkManager: https://gitlab.freedesktop.org/NetworkManager/NetworkManager/issues.
