SUMMARY
Right clicking on latte dock doesn't work, not on applications in the plasmoid, nor on the system tray, nor on the dock itself. Right click works everywhere else. A reboot does not solve the problem. 
STEPS TO REPRODUCE
1. Open latte-dock 0.9.9 
2. Right click anywhere

OBSERVED RESULT
Right clicking brings up no dialogs

EXPECTED RESULT
Right clicking behaves as normal

The Latte version you are using has not been built with same kde frameworks version with Plasma Desktop. Contact your distro packagers or you will need to build Latte by yourself.
