That looks like the 'Small Circle' cursor. If you set it to 'Crosshairs', do you get a crosshair style cursor? Similarly, do all the other cursor styles work as they should? Can the Outline Shape settings be properly changed among all the possibilities, including No Outline?

Setting it to 'Crosshairs' would give me a crosshair style cursor, as with all other styles. Outline Shape is still functional and can be changed to other styles.
Oh wait, it's the stabilizer I had it set to. Think that might be it.
If you set brush smoothing to None, does the situation/problem go away?
I have, and it does.
