Plasma users will most likely only see high quality icons form the Breeze theme, but others only have the lowres ones that are in the tree at the moment.

There are svgz files already in the source tree.
What is missing ?

You are right. The root cause of the flatpak issue is, that they follow the Icon Theme Specification strictly, and ignore gzipped SVGs:

Either way, at least a 128x128 icon could be added, so this limitation would have almost no impact.
