SUMMARY
Notifications boxes, with no information provided in the box, appears in the background after resuming from suspend, an issue not available in X11.

STEPS TO REPRODUCE
1. Resume from suspend.
2. Disconnect from the internet to force a network notification to appear, as an example of producing a notification the background of "resume from suspend".

OBSERVED RESULT
Notification box with no information will appear in the background of resume from suspend.

EXPECTED RESULT
No notification box.

Same issue on my system, I think it happens since Plasma 5.18
