SUMMARY
After a fresh install I have an issue with Phonon4Qt5.

My system is as follows
=============================================== 
Operating System: Kubuntu 19.10
KDE Plasma Version: 5.16.5
KDE Frameworks Version: 5.62.0
Qt Version: 5.12.4
Kernel Version: 5.3.0-40-generic
OS Type: 64-bit
Processors: 5 × AMD Phenom(tm) II X6 1100T Processor
Memory: 6.4 GiB of RAM
=====================================

The issue is that after installing the package, I can only see 
/usr/share/doc/phonon4qt5/changelog.Debian.gz
/usr/share/doc/phonon4qt5/copyright

under the installed files

STEPS TO REPRODUCE
1. Fresh install of Kubuntu 19.10
2. Install Phonon4Qt5
3. Check installed files in Muon Package Manager

I needed to install libphonon4qt5-dev
