SUMMARY
Somewhen the background setting stopped working. It only shows a black background. If I change anything (set to folder view, set to desktop view, use background image, use slideshow etc.), the change is shown, but after a restart it returns to the black empty background.

STEPS TO REPRODUCE
1. Change anything in the desktop background settings
2. apply
3. 

OBSERVED RESULT
Changes return to a blank screen after restart

EXPECTED RESULT
changes should be permanent even after restart

What wallpaper are you setting it to? The default, or a custom wallpaper? If a custom one, where does it live on disk?

I have the additional wallpapers plugin installed, and /user/share/wallpapers and /.local/share/wallpapers set as source directories. There are quite a few custom images in the latter one.

Setting a wallpaper does not work even with the default one in /usr/share/wallpaper

Also, changing a setting in the "symbols" tab doesn't work either (sort order ascending vs descending). It will reset after a reboot.

What/where is the config file that stores these settings? Maybe there is a permissions problem. Or plasma crashes at logout and does not write the changes? How could I check that?

Just checked - starting plasma wayland does not make any difference, the background settings still don't get saved.

Same behavior here.
Settings wallpaper seems ok when you validate your settings (image correctly displayed), but restarting let the wallpaper black.

Does it happen if you use a different wallpaper plugin (e.g. Picture of the Day, Haenau, or Unsplash), or just when using Image and Slideshow?

Tested with Haenau, same behavior, settings seems ok when validating, but black screen after logout/login.

A workaround:
rename /.config/plasma-org.kde.plasma.desktop-appletsrc to plasma-org.kde.plasma.desktop-appletsrc.bak and restart. Plasma creates a new file. You then can change the desktop setting and copy the new one to the .bak file and restart.

Oh, and other desktop settings won't retain changes either, like mouse actions in folder view.

Could you attach your plasma-org.kde.plasma.desktop-appletsrc file when it's faulty and causing the problem?

Sorry, my bad. I replaced the desktop background setting with the new one that was created after renaming the old file, and since then I can change all settings and the changes are retained. I shouldn't have deleted the old ones, just put a comment mark, but I forgot... Maybe Aeris still has the faulty one?

Bugged version of plasma-org.kde.plasma.desktop-appletsrc which was causing my Desktop wallpaper to get reset after session logoff.

Same issue faced here, after I installed kde-plasma-desktop on PopOS.
Followed the workaround by Martin Tlustos to fix the issue.

Looks like all reports are from Plasma 5.19 or earlier. Is anyone able to reproduce the issue in 5.20 or the upcoming 5.21?
