STEPS TO REPRODUCE
1. enable "Show fps" effect in system settings > Workspace behavior > desktop effects
2. make sure "Breeze" splash screen is enabled in system settings > startup and shutdown > splash screen
3. restart Plasma session

OBSERVED RESULT
"Show fps" effect overlaps the splash screen.
See the attached screenshot please.

EXPECTED RESULT
"Show fps" effect should not overlap the splash screen.

The effect is ontop of everything on purpose
