STEPS TO REPRODUCE
1. Edit the video's speed (In my case was 50%)
2. Copy the video
3. Paste the video somewhere

OBSERVED RESULT
It pastes a single frame of the video i wanted to paste, and the problem is related to the speed effect being attached to the video, because when i put back on 100% speed, i was able to copy and paste normally.

EXPECTED RESULT
Paste a perfect duplicate of the video that i've copied, with all the effects i've attached to it.

Cannot reproduce. Can you please create a very simple project (only 1 video clip in it), reproduce the bug in it, save and attach it here ?
