STEPS TO REPRODUCE
1. install an icon theme via distribution package manager
2. open system settings > Icons
3. uninstall the same icon theme via distribution package manager while system settings > Icons is open

OBSERVED RESULT
invalid entries related to just uninstalled icon theme are present in Icons kcm.
My screenshot shows Icons kcm after I uninstall flat-remix icon theme on Arch via pacman.
Entries highlighted in red are invalid and disappeared after I restart system settings > Icons.

EXPECTED RESULT
no invalid entry should be present in Icons kcm after the step 3

leaving Icons kcm while an icon theme is installed via "Get new icons" also creates invalid entries in the
GridView.
