SUMMARY
Selections don't work vertically.

STEPS TO REPRODUCE
1. Make a selection mask with any tool.
2. Transform it > Expand it

OBSERVED RESULT
Doesn't get expanded vertically.

ADDITIONAL INFORMATION
It also occurs with similar working tools like the Bucket.

You can download Krita Plus version to get it working again.
