SUMMARY
"Only quote selected text when replying" does not work. Even when text is selected, the complete message will be quoted

STEPS TO REPRODUCE
1. Enable "Only quote selected text when replying" option in E-Mail-Editor -> General -> Format
2. Select text in a mail and reply

OBSERVED RESULT
The complete message is quoted

EXPECTED RESULT
Only the selected text should be quoted

Linux/KDE Plasma: Arch Linux

It has been disabled intentionally due to a bug in QtWebEngine, see bug#394784.
