After updating to plasma 5.17.5 and latte dock 9.8.1, whenever I log in into a desktop session, latte will take several seconds to show up, whereas before it showed up almost instantaneously along with the desktop background and icons.

Have you tried with the Default Latte layout to reproduce this, to make sure that is not one of your applets to blame?

Problem still happens with the default layouts "plasma" and "unity".

you can totally blame one of the systray records... Can you try to find which one is the blamer ? One of the systray records I think is using too much hard disk reading/writing suddenly during startup... 

This is important because if the systray is added in Plasma panel, Plasma should also delay a lot to load...

or maybe not the systray... I cant figure out yet the blamer...

How would one go on about finding if some system tray entry is to blame? Is it enough with setting them to "always hidden"?

Well, I tried removing the whole system tray and then it indeed loads fast.
