STEPS TO REPRODUCE
1. open system settings > Icons
2. click on "Get new Icons..." button
3. install some icon theme
4. set the second dropdown on bottom to "Installed only"

OBSERVED RESULT
As we can see in the attached screenshot, installed icon theme is listed twice.

EXPECTED RESULT
icon theme should be listed once

Operating System: KDE neon Unstable Edition

The icon themes case is just an example.
The same occurs with cursor themes and color schemes at least.
