I believe this is intentional and meant to serve as a hover effect. The reason why there is a hover effect is so that it's clear that the user can simply click on "Stile delle applicazione" to go back the previous dialog. You'll also find the same thing in the Notifications KCM if you click "Configure..." on the bottom.
