STEPS TO REPRODUCE
1. open systemsettings
2. go to characters
3. observe font management is already selected (see screenshot)

OBSERVED RESULT
font management is already selected

font management is not selected

now it works, maybe a configuration file problem

to reproduce this bug open systemsettings click icon-> emoticons, next click immediately cursors, click eg. characters and see the bug represented in the screenshot attachment.
