SUMMARY
This issue affects both Arch Linux (Plasma 5.18.1) and Neon instable edition.

STEPS TO REPRODUCE
1. open system settings
2. switch between the kcms available and observe their titles
3. 

OBSERVED RESULT
we can notice KMCs titles of different sizes.
Watching my attached screen recording we can compare
the titles of "Autostart" and "Background services" KCMs.

EXPECTED RESULT
consistency

Alleged fix was committed on february 12, but this issue persists on
Neon unstable.

Cannot reproduce. Probably a Neon packaging issue. Please file a bug on Neon.

This issue persists on Neon user edition but it's not reproducible on Arch Linux, both systems running frameworks 5.68. Weird.

I can reproduce on openSUSE Tumbleweed now.
