STEPS TO REPRODUCE
1. open system settings > settings
2. select "Use manually specified proxy configuration" radio button in "Proxy" kcm
3. click on "Apply" button and close system settings
4. open "Proxy" kcm via apps launcher or krunner

OBSERVED RESULT
As we can see in the attached screenshot, standalone "Proxy" kcm is too small.

EXPECTED RESULT
window size should be adjusted to make all settings visible on opening.
