SUMMARY
This behavior is not reproducible on Wayland.

STEPS TO REPRODUCE
1. start X11 session
2. open a standalone QML KCM (cursors, fonts, icons, mouse, etc) via apps launcher or krunner
3. resize its window by dragging any border

OBSERVED RESULT
We can see black borders while the window is resized.
Watch the attached screen recording please.

Gross.

I'm not sure this bug can be fixed on KWin side.

Not a duplicate of that issue, because fixing that did not fix this.

No, it's a duplicate of bug 415839. See comment 31.

If the issue described in this bug is still happening, then it cannot be a duplicate of a bug that is marked as fixed.
Comment 6 Nate Graham 2020-02-18 15:15:10 UTC
If fixing it is truly impossible, then okay, it could be closed (however, is it actually impossible?)

But "can't fix" is quite different from "already fixed." :)

Tested on both Wayland and X11. Can only reproduce on X11, with Mouse KCM, for example.
