oh,no no no. I found that was encoding problem,maybe because it is GB2312

I remember that Amarok had code to guess the encoding of tags. I believe that KFileMetaData frameworks that is used by Elisa does not have that. Could you try to have a look at those tracks directly with Dolphin ? Dolphin is using the same framework to get the Description tag of a music track.
